I have a cat that got out and a neighbor had it fixed?

I have a cat that got out of my house and a neighbor had it fixed without my knowledge. I applied for the cinderella fund already im just waiting for a voucher. Know one came to me and asked i the cat beloned to me. Now im told I can have the cat back only if I pay her $200 or have the cinderella fund pay her back. Is this legal?
